Elder Councils in USA?

If the weakened USA Govt. wants to replace Police with something less subject to violence, perhaps they should add an Elder Council for local issues? An Elder Council is comprised of adult community leaders from each region to settle local disputes, similar to Home Maintenance Organizations, or a local Senate with Representatives from each household. Police "riot gear equipment" as appropriate to the Public Demand would not be as effective with non-lethal, non-injurious items like bean-bag projectiles, CIA sticky webs (see Spider-man comics for that), or squirt guns with knockout liquid.

I would support the CIA sticky webs for crowd control purposes.

Or we can use Pillow Fights, right?

I believe in reincarnation to comprehend future actions as based on past life actions, and direction in one's life. I believe my past life visits to Egypt influence and inspire me with their culture. My first publisher (1992) was a Psychologist at CSU Hayward/East Bay in California; she believed my fictional first novel was about real information, as did the US Government and NSA/CIA. When she published it she sold some $50M in as yet unpaid royalties, and when I alerted the Govt. about this, they confiscated it from her and paid me nothing, then asked a terror group (AQ) if "any American knew of their plans for global conquest" and started harassing Iran about their "Nuclear weapons" issues (Chapter 20-21). I researched Ancient Egypt prior to writing Eye of the Pharaoh (c.1990, 1995), I had read about 12 non-fiction books for that project. Content appears in the film, The Mummy Returns. The publisher died in 2020 from brain Cancer.
