If one doesn't interrupt a willed event (Magic Spell) with another intersecting willed event, the original one will continue to repeat via the Law of Inertia (that which is in motion tends to stay in motion...).
So the Rain in California is continuing as are the riots in Russia (because of a political rival being jailed after almost getting killed. Pres. Vladimir Putin doesn't like competition, but he is very afraid of mob violence and riots like the ones that overthrew the USSR when he worked as a KGB agent).
