What Kings Are

A King is head of a Judiciary (Judge), head of Legislature (Law Maker), and Chief of Police & Military (Executive).  So a King writes Laws, enforces Laws, and Oversees their implementation. 
 
Because Kings may have access to State Funds, they are traditionally seen as being wealthy.  A King owns his Kingdom.  His wealth is the property of his subjects.  His subjects are his property as well, as he must oversee their welfare and make them happy.  Happy citizens are healthy citizens.  Other elements of Kings are Chief of Religion (High Priest, Pharaoh), Chief Economist, Chief of Education, and Technologist. 

A King makes his own Currency, or floats it in relation to the set values of foreign or World currencies.  His image appears on his money, so that his country will see it.  His image appears on his Monuments as a sign of strength.  He leads battles against enemies, or is shown doing so on State Propaganda.  He has his own Spy Network and Personal Guards.  Some Kings are elected or inherited, and some are appointed.  Types of Kings are: Pharaohs, Sultans, Emirs, Alii, etc. 

Kings have Sovereign Immunity (they cannot be sued by commoners).  Kings have Private Armies of the Military.  Kings are buried in large tombs or have Castles.  Their traditional Armies are called Knights.  Kings own much land (Feudalism).
