To Prevent Artificial Famine:
1. Send the Army to Farms. Have them collect the produce farmers are dumping.
2. Send the produce to Food Banks and other Charities & Churches.
3. Build Granaries near Farms for output.
4. Distribute the produce to the People during shortages.
5. Fine any Farmers who do not comply.
